In the upper LEFT CORNER there is a Search Box of this Blog. Type in "David Hill" and it will restrospectively-speaking find any Blog Posting on this website mentioning David Hill. I have placed retrospectively (earlier) such documents that one may find even more interesting regarding this "Chief". Was the late David Andrew Decoteau dit Hill really legitimately descended from "Greylock"? My conclusion is that he was not.

Anyone that has legitimate documentation to show and provide me that this conclusion is incorrect, I would be more than delighted to evaluate, review, and see it.

Bank Account Authorization date of April 04, 2002, which was created on May 10, 2002 by a Dodie Smith (Business Telephone #802-334-8177).

Remember, that on May 13, 1997 Howard F. Knight Jr. dismissed any further Judicial action against David A. Descoteaux dit Hill regarding Docket Number 9-1-94-05CV in Orleans County, Vermont ~and~ that on that same date of May 13, 1997 Howard F. Knight Jr. "declared and announced the Uniting of our clan with the Wabanaki Sovereign Nation, (The North American People of the Dawn, Inc.) and the full recognition of the True Hereditary Grand High Chief/ Prince David A. So, the question is....WHY did Dodie Smith open up a First Colebrook Bank Checking Account in Coos County, New Hampshire, for Chief David A. Hill, Chief Reynold Choineire, and Luke A. Willard on May 10, 2002 in the name of the North American People of the Dawn, Inc. (?) which obviously was in Newport, Orleans County, Vermont? Why didn't this "group" open up a Checking Account in Newport, Vermont or at least in Orleans County, Vermont where they all resided?

I place this "application" documentation and here on this blog, to show that ANYONE joining these "groups" are merely joining an Incorporation/ Organization which are simply SOCIAL CLUBS.

I think ANY "sovereignty" of ANY of these Incorporated "groups" claiming to being legitimately "Abenaki" etc. went bye-bye the minute they stepped into the Vermont Secretary of State Office and "incorporated". Just the fact that the "application for membership/citizenship" states (on Page 05 of 07 Pages) that "Any alterations of this Citizenship Form or Certified Documents will be subject to the penalties the law provides. Federal, State and Canadian Laws. Wait, I just read this "group" was SOVEREIGN? Are they or aren't they? So why would they be using Federal, State and Canadian LAWS against someone, IF this "group" is allegedly sovereign?!

This "group" which was created by the late deceased David Andrew Hill - Decoteau and which merged with the "group" created by Howard Franklin Knight Jr. (as well as every one of these others "groups" that I have mentioned in this blog) DOES NOT COME FROM A HISTORICAL COMMUNITY OF NATIVE PEOPLES. THEY ARE NOT A BAND OR TRIBE OF INDIGENOUS PEOPLES. Book Questions Mashantuckets' Tribal Validity
Author Suggests Congress Was Misled When It Granted Federal Recognition:
Congress was tricked into betstowing federal recognition on the Mashantucket Pequots 17 years ago and should consider revoking the privileged status that has made the tribe the richest in America, the author of a new book said Wednesday.
"If Congress had really looked at this, they would have seen that there were no vital records which identified the Haywards, who at the time were the tribe, as Native Americans," Jeff Benedict said in a telephone interview. "If they're not who they say they are, this is a big, big deal for Congress."
Their heritage, a crucial step that would have been required if they had gone through the normal federal recognitin process at the Bureau of Indian Affairs.
The Mashantuckets declined to comment  Wednesday because a spokesman said tribal officials had not read the book.
Benedict's book, titled "Without Reservation" became available in stores Tuesday and was the talk of eastern Connecticut Wednesday, particularly in the towns of Ledyard, Preston and North Stonington, which borders the Mashantucket reservation and its crown jewel, Foxwoods Resort Casino. The book is published by HarperCollins.
The three towns, along with Attorney General Richard Blumenthal, are engaged in a long-running federal court fight to sop the Mashantuckets from expanding their reservation.
Ledyard mayor Wesley Johnson said Wednesday that the Mashantuckets should be willing to produce the documents to prove they are a tribe.
"And if they can't do that, what Congress giveth, Congress can take away," he said, "I'm sure we weill be talking without our attorneys and our congressional representatives to see what can be done if these allegations are true."
North Stonington First Selectiman Nicholas Mullane said he believes Congress was deceived in 1983 when it approved legislation that recognized the Mashantuckets and settled a 6-year-old lawsuit the tribe had filed to claim aboriginal lands around its state-recognized reservation.
Mullane said he had read about 100 pages of the 376-page book and a dozen other copies were circulating among town officials. "The book could have far-reaching effects on an awful lot of people," he said. "The [federal recognition process] is the key, that there should be strict standards."
In going through Congress, the Mashantuckets bypassed the lengthy and epensive Bureau of Indian Affairs recognition process, required for other tribes.
Preston First Selectman Robert Congdon said he had read part of Benedict's book. It is easier to show that Congress made a mistake, he noted than to prove that longtime Mashantucket Tribal Chairman Richard "Skip" Hayward set out to deliberately deceive Connecticut's senators and representatives at the time.
U.S. Rep. Sam Gejdenson, who since 1981 has represented the district where the Mashantucket reservation is located, does not know whether he will even read the book, according to his press spokesman, Scott Kavarovics. He said Gejdenson's only comment Wednesday was that he had never heard anyone question whether or not the Mashantuckets were Native Americans.
In addition to Gejdeson, Lowell P. Weicker, Jr., a U.S. senator at the time, was instrumental in passage of the congressional act. Weicker declined to comment Wednesday, saying he had not read the book. He was governor in 1993 when he negotiated a historic agreement with the Mashantuckets, allowing them to have slot machines at Foxwoods in return for the state's getting 25 percent of that revenue.
"Without Reservation" is the fourth book written by Benedict, who is 34 and grew up in southeastern Connecticut. He graduated from Waterford High School in 1984 and next month is scheduled to graduate from Boston's New England School of Law, where he has pursued a degree while researching and writing his books.
Benedict said the research for "Without Reservation" was extensive, including more than 600 interviews and thousands of documents. However, he said one gorup of people he was not allowed to interview were tribal officials.
The Book opens in 1969 with 21-year-old Skip Hayward filling out a form to get a license to marry his first wife, who was 17 at the time. On the form Hayward lists his race as "white."
At the time, Hayward's grandmother, Elizabeth George was living on the reservation, and when she died in 1973 the reservation was left unoccupied for the first time since the 1880's according to the book. She had made Hayward aware of the reservation's history and encouraged him to move into her homestead and take over her property.
George had a "faint connection to Indian ancestry," the book says, but her link was to the Narragansetts, not the Pequots.
Hayward did not show any interest i nthe reservation and Indian heritage, according to the book until he met Tom Tureen, a Maine lawyer who was trying to help tribes that were not federally recognized to recover tribal lands.
Hayward moved onto the reservation and created a tribe witha group of relatives.
"To legitimize their tribal claim, Hayward and his family formed a corporation called the Western Pequot Indians of Connecticut, Inc.," the book says, "In the Pequot's corporation the artificial legal identity was that of a Native American Indian tribe to capitalize on the injustices inflicted on an extinct tribe."
Hayward's alliance with Tureen led to a filing of a lawsuit to recover aboriginal lands and eventually to Congress, where, Benedict said, the deception was twofold. 
First, Benedict said, Hayward led lawmakers to believe that his tribal members had the genealogical credentials for recognition when they did not.
"When Congress recognized the Pequots," he said, "it made joining an Indian tribe as easy as forming a corporation"
Second, he said, Gejdenson, Weicker and other members of Congress thought they were approving an 800-acre reservation area to settle land claims, when the actual area drawn on a map was 2,000 acres, reaching Route 2, a main road through eastern Connecticut. he said many landowners were not aware their property was within the reservation map.
"The map, in my mind, legally is as crucial as the genealogy because that map is an indication of how the Congress was deceived," Benedict said, "if these people aren't who they say they are and they acquired land through deceptive practice in the statute, then there is sufficient legal grounds for Congress to first and foremost conduct an investigation."
If Congress were to revoke the Mashanatuckets' tribal status, he noted, congressional and state officials would have to decide what to do with Foxwoods.
"Congress is creative enough to come up with a number of things they could do with that casino," Benedict said, "one of which is taking into receivership and having those funds go to real Native American tribes that need the money."

What? No New Hampshire Inter-Tribal, Inc.? No Cowasuck Band- Abenaki/Pennacook People, Inc.? No Abenaki Nation of New Hampshire, Inc.? or First Nations, Inc.?

Oh yeah, thats right, the whole U.S. based alleged and re-invented "Abenaki Tribes, Bands, and Nation" was "hiding in plain sight." It wasn't a matter of discrimination or racism etc nor about the remembrance of the Eugenic's Era, that kept Abenakis out of "plain sight," but rather it was PROFITABLE or FASHIONABLE AFTER May 1973 to be claiming one was Abenaki Indian, considering what was happening in Maine and down in Connecticut! Now, since ca. 1974 onward to the present time of March 10, 2010 it is O.K. to jump up and down in front of the Vermont/ New Hampshire Legislature's and EVERYONE and their Grandma wants to be "Abenaki" and join these Incorporated groups.

The State of Vermont and or New Hampshire Legislature's are deaf, dumb and blind to realize the FACT that none of these groups are legitimately documented genealogically, historically connected to, or socially documented as being anything more that Incorporations! These "groups" are certainly not documented as being connected to any "historical Abenaki communities" ALL THESE GROUPS ARE, ARE INCORPORATIONS, CREATED UNDER STATE LAW.

It must be entertained and questioned if, by merely inquirying whether or not "tribes" were in Vermont, that Tom Tureen, Susan MacCulloch and or John Stevens "put the motivation into" the St. Francis family bunch, to "Play Abenaki" up there in Swanton, Vermont beginning in the early 70's. We know that Susan MacCulloch and John Stevens went to Massachusetts, and we know that there was a fella (I can't think of his name right now) in St. Albans "trying to organize" this group up in Swanton, who was associated with the "Boston Indian Council". I mean there was and is BIG $MONEY$ to be had from the Federal and State, by claiming to be a "Abenaki" Tribe, and or persons these days. To the monetary tune of $380,000.00 / $83,604.00. Far cry from May 1973 that's for sure:

When the State Legislature's of New Hampshire and Vermont  recognize(d)) the "Alleged and Reinvented Abenaki Tribes/ Bands," then, "it makes joining an Indian tribe/ Band as easy as forming a Incorporation."

Just before this HB 1610 was O.K.'d by the New Hampshire Legislature, Mark William Mitchell just happened to mention an article published yesterday March 09, 2010 regarding $42 Million in Grants, issued to NAtive Americans through ACF and ANA. It is very interesting that Mr. Mitchell would post this on Sherry Gould's HB 1610 Facebook page literally within 24 hours BEFORE the NH Legislature was to allegedly "debate" this particular HB 1610.

The Mashantucket Pequot Museum opened a special display in their main hall on June 28, 2003 entitled "Honoring the Nations".
The display Includes the national flags of many Native American Indian Nations.
The flag of the Cowasuck Band of the Pennacook - Abenaki People was included in the display and will be a part of their collection.

Some Newly Found Older Documentations from 1996 -1998










Well "digging" through some papers I found these interesting tidbits. The first document (top one) is where Odanak resident Walter Watso claimed to be "Grand Chief" of the Abenaki People (Yet he never held any position of official capacity at Odanak, Quebec, Canada after the year 1979, in all truthfulness then, really the late Walter Watso thereafter was ONLY REPRESENTING "himself"). It is most interesting that this October 10, 1996 Littleton, N.H. Courier Newspaper article states that this so-called "Unity of the National Federation of the Sovereign Republic of the Abenaki Nation" DECLARED, as of July 1996 (or was it really 1997?) that Richard "Rick" Ray Hunt of Littleton, New Hampshire has been appointed "Diplomatic Ambassador to the State of New Hampshire". By whose honest decent authority? Why, because the late Walter Watso was no longer an official representative or had any political authority of and from Odanak, Quebec and subsequently it appears that he may have been simply "feeding" his hungry inflated ego, down State side here in Vermont and New Hampshire?! I think that is exactly what was going. Did Odanak know of his activities, endeavors, and the usage of that Odanak "seal" down here in Littleton, New Hampshire? One Watso family member that once held office in Odanak, years earlier, and a whole bunch of wannabe undocumented alleged Abenaki descendants who "incorporated" into a "Council" or Organization then claiming to be an Vermont Abenaki Tribe and or Band. You do the math. I know I have. How many so-called official "Abenaki" documents had that indented or pressed "seal" of approval, in which was pushed in front of the Vermont and or New Hampshire Politicians over the years by these so called appointed "Abenaki" "Diplomatic Ambassador's", so as to very likely decieve and manipulate those very politicians into assuming those very documents (such as those numerous Gov. Proclamations etc) that Nancy Millette (now Doucet) thrust out into the public media every chance she got, were even legitimately created in the first place?!
Then, on February 04, 1997 "alleged Cowasuck Chief" Howard F. Knight Jr. wrote to Eric Floyd, of Pitsfield, MA stating that "the genealogist and I have concurred the findings of, and the verification of, Eric Floyd's genealogy and his Native American bloodlines from early Abenaki ancestors". Oh, there is that "change of the Membership Cards" ploy again. Re-designing and reissuance of these "Cards". Everyone was redoing "Membership Cards". Purge Purge Purge. That's how they got rid of some "follower's" and made it look more and more fancifully legit. Just like their websites now, such as the Koasek website, the Nulhegan website, the El-Nu website, the Missisquoi website. Puke. Hey, it was GOOD $$$$. Ka-Ching Cha-Ching. Who was this unidentified "genealogist" I do wonder!. Who were the so-called alleged "proper Tribal authorities? Instead of "Rushing Water", Howard Knight Jr. was referred to as "Rushing B.S." in some circles.
On May 13, 1997 it seems there was some sort of altercation/ and or subsequent interaction between Howard F. Knight Jr. and David A. Hill (Wawanolette) allegedly claiming to be "The True Hereditary Grand High Chief or Prince". Yet, previously on May 15, 1996 (a year before) "Cowasuck N.A." or Howard F. Knight Jr. as representative of the above "incorporation" sought Judicial Relief against said David A. Hill and his wife Sheila Hill to stop them from "interferring" with Knight's incorporate activities, etc.
Aah, and then we arrive at Rick Hunt's cousin Nancy Millette Cruger Lyons Doucet's particular document. This was "a gem" that I didn't know I had in my "stuff". NOTICE THE LETTER HEAD on this document and compare to the other documents in this post. On June 24, 1997 Nancy Millette/ now Nancy Doucet, was declared formally that she was appointed as the "Diplomatic Ambassador of the National Federation of the Sovereign Republic of the Abenaki". They made the Incoporated Organization, and then they made themselves "Grand Chief's, elections were held, and they slapped each other on the backsides supporting each other in this Grand Scheme. Sounds VERY similar to the Red Man's Order if you ask me. So, according to this document "Chief Diplomatic Ambassador Darrell Richard Larocque (father of Jesse James Larocque whom Nancy retrospectively had met in August 1993 in Bath, Grafton County, N.H. next to her mother's house) appointed her to this position. Then it was subsequently "ratified" by all Council's of Unity present (at the time) and was unanimous with the approval of "Grand Chief" Walter Watso. Hmmmm interesting (wonder if Odanak Quebec, Canada's Abenaki Community knew the kind of monkey business going on down in New Hampshire at the time and approved of it going on?). After all this went down, allegedly a "surprise award" on July 16, 1997 during her Twin Mountain N.H. Pow-wow Event, "Supreme Council Chief" (and don't forget "Grand Chief" too) Walter Watso presented this "appointment" to Nancy Cruger a.k.a. Song of the Winter Fox. Also participating in the award ceremonies was State Senator Fred King, and Van McLeoud, the Commissioner of Cultural Affairs (who issue's the Gov. Proclamations of which Nancy Millette or Nancy Doucet as she is known now, kept bringing attention too over the years).
If I remember correctly, Nancy Cruger, wrote in the Littleton Town Report, that it was with much regret that she left her post with Littleton (as Town Promoter) in January 1996 after four (4) eventful years. She stated inthe Town Report, "The Native American Cultural Weekend is a project that I'm continually working on with Native People from acrosss the country year round. There will be more events to come but not as a part of the Town Government's event. The response from the public, tourists, Native People, and the Governor's Cultural Affairs Office has been so overewhelmingly supportive over the past four years, that Im deeply committed to continue that event in the future for all of those that look so forward to it every year".
Seems to me that the Littleton Town Selectman Earl Ellingwood "retired" as well, that very same year. It does make me wonder how many "protectors and or supporter's" kept Nancy Cruger in her position for as long as she was in it; and how many others wanted to be rid of this "circus" of alleged Abenakis from the Town of Littleton, N.H. once and for all? Once, those particular person(s) were removed from their position(s), that didn't leave Nancy Cruger "protected" as Town Promoter for the Town of Littleton any longer, to my thinking. According to the Littleton Town Reports, which are a matter of Public Record, the position of Town Promoter for the Town of Littleton in 1996 was $50,000.00 dollars. That monetary figure proposal was brought down to $20,136.00 dollars for the year 1997. The Littleton, N.H. Selectmen's Proposed Budget for the Town Promoter Budget was further downsized monetarily to $9,311.00 dollars for the year 1997. A decrease in budget for the Town Promoter Nancy Cruger of 81.38 % percent. Naturally, financially speaking they told her the position of Town Promoter was no longer financially viable for whatever reason(s) whether it was lack of revenue, or dwindling taxes, or simply that they had, as a Township, had enough of this Pow-wow business in that they realized they were losing money, and not gaining any.
So naturally, by June 24, 1997 Nancy Cruger was appointed to the position of "Diplomatic Ambassador" just like her cousin Rick Hunt was appointed in October 1996. It gave her something to "lean on" and to promote herself and these other people as being legitimate representatives of the Abenaki People, when in fact, they were not legitimate at all. It was all based on deception and deceit; etc. If I am wrong in my conclusions, these so-called Diplomatic Ambassador's of the Abenaki ought to show and provide the documentation that proves me wrong, publicly.
Why can I say this? Because Walter Watso was not, in any way, truthfully representing his Abenaki Community of Odanak, Quebec in any official capacity or position since after 1979. He empowered and allowed these people such as Nancy Cruger to go around "Playing Indian". They were implying they "represented" ALL THE ABENAKI PEOPLE, which they most certainly did not have authority to do so or to imply that they were. If everything was built on their association and interaction with the late Walter Watso, then anything he signed and "sealed" with that Odanak "stamp" wasn't done in truthfulness, honesty, and transparency to my thinking. Everything falls apart, like a house of cards built on a windy day! The likes of Jeanne Lincoln - Kent, Homer St. Francis Sr., Howard F. Knight Jr., and on and on the list is long, all "supported" Walter Watso and even today these very people will continue to espouse that these alleged "Grand Chiefs" and Abenaki Ambassadors" were such "wonderful people" who represented and alleged helped the Abenaki People. But were they really just serving each others "interests" and or perspectively serving their own individual self interests in promoting their little scheme of recreating themselves into being alleged Abenakis of and from Vermont/ New Hampshire? Lining whose pockets with $$$$. Certainly these documents imply and indicate the deception ran deep and far. If indeed these so-called "Diplomatic Ambassadors" and or "Grand Chiefs" were going about deceiving, manipulating, and perhaps even lying to themselves and to others, what does that say for the whole Abenaki People that these particular people allegedly "represented"?
If you look at the letter head "title" portion of each of these documents and the content of each, it certainly reminds one, of the Red Man's Order Fraternity Organizations in which Philip Deloria speaks of in his book, "Playing Indian". I highly recommend reading this book and then comparing the content of this book, to what is contemporary (ca. 1970's to present) what is happening here in Vermont and New Hampshire with these various "groups" proclaiming to being "Abenakis" from the historical Abenaki.

To All Councils in Unity:
To Whom it Concerns:
In the interests of Unity of the Abenaki Nation and to ensure the full acceptence of this Council in the said Unified Abenaki Nation, and to put an end to all the fingerprinting, blame and crap that seems to have been, in the past and is in the present, aimed at this Council by every self-gratifying, empire-building snake, weed and thistle in the Abenaki Nation from Vermont to Southern New England, and they get away with it to the detriment of this Council, because I head this Council, I have offered to step-down and Retire as the Chief Spokesman of this Council. The Grand Chief has accepted the offer.
So as to be in compliance with our Corporate by-laws, my retirement as the Chief Spokesman of this Council will be effective as of the last day of the Pow-Wow and gathering on the Weekend of the 5th-16th of August 1995, at which time the Acting Chief Spokesman shall be installed as the Chief Spokesman.
Effective, upon approval of the Cowasuck Council at the next scheduled meeting, on 9 April 1995, Chuck Labor (AKA Light Feather) will become the Acting Chief Spokesman of the Grand Council of the Cowasuck of North America. Cindy Shover (AKA Loon Caller) will remain as the Assoc. Chief Spokesman of this Council and Harry Shover (AKA The Stalker) will become the Chief Judge of
the Council. I will finish out those projects that I have been working on, to include the David Hill & Robert Maynard case, and I'll be available to the new leadership of this Council for advise if requestested at any time, if it is requested. The only active positions I will retain on this Council are as follows:

Having I been graciously offered by the Grand Chief Homer St. Francis Sr. a prestegious position on the Supreme Council, initially I accepted, but after some thought the past couple of days, I again find that by my acceptance, it would still be an excuse for the weeds, snakes and thistles to shaft the unity process, hurt this council and cause too much disention, therefore, as I stated previously when I step-down, I retire permanently from any and all duties in the Abenaki Nation except as previously noted. My presence in any active role in the Nation is more then the snakes, weeds and thistles can tolerate and it would result in continuing turmoil for the Nation and for this Council, and the Unity, fair to all of our People, must go onwards. The needs of the many outweigh any one person.

About 20 years ago, certain events occurred and actions were taken that started the Medicine Wheel Turning. Now the Medicine Wheel has gone full circle. As everyone knows there is an old axiom "as you sow, so shall you reap", and events as they are now unfolding clearly shows the truth of the Medicine Wheel with its results. This Special Edition of the Dawnland Voice, the official newsletter of the Cowasuck People, shall reveal some of the actions, the events and the reasons of what has been going on. It is time that all of the People of the Abenaki Nation realize what has been happening.
As many of you may know already, and the rumor mills to the contrary, the Councils in Unity, after much discussion of the past, the present and the future at a meeting on April 1, 1995 in Sherbrooke, Que., disbanded the Sovereign Republic of the Abenaki Nation International and formed the New National Federation of the Sovereign Republic of the Abenaki Nation. Also, after having given Mr. St. Francis a chance, at that meeting, on April 1, 1995, which is now gone of graceful retirement, the Supreme Council ratified its actions of the 23rd of March 1995 in retiring from the office of Grand Chief, Mr. Homer St. Francis. Unfortunately, Mr. St. Francis still doesn't get the message, the days of dictatorial rule and "do as I say, not as I do" are over.
At the April 1, 1995 meeting of the Supreme Council of the National Federation of the Sovereign Republic of the Abenaki Nation, with the Original Document of Unity sighed by all the Councils in Unity on August 20, 1994 as the basic document, the Supreme Council also elected a New Grand Chief, Walter Watso of Odenak, Quebec, as well as some other leaders, per our ancient tradition that were needed. It was decided that the rest of the needed leaders to fill the leadership of the Federation will be selected at the next meeting of the Supreme Council, but at least, we were, and we are, finally moving forward, in spite of the , "Old Order's" predictable actions, threats and huffing and puffing.
As may are well aware, the "Old Order" has sent out a lot of very expensive paper that is full of Rabbit, Deer and Moose beans which is only good to start a fire with, if your lucky. We of the Cowasuck Council have decided to ignore the illegal actions of a "Madman gone berserk". We also will look forward and away the rebirth "Like a Phoenix" of a New Council, of the People, at Missisquoi that will come to the Federation, clean and fresh without the stains and dirt of the "Old Order".
The actions that the Supreme Council of the National Federation of the Sovereign Republic of the Abenaki Nation have taken are based upon events that have unfolded in the more recent past and of which can be proven by tradition, and by history. Missisquoi does not "Rule the Roost", and does not, and cannot, banish any Abenaki from their ancient territory whether it is in Quebec, Maine, New Hampshire, Massachusetts or Vermont, nor violate any Abenaki person their birthright.
The Cowasuck-Coos Tribal Government has in one form or another always remained within its ancient territory, even when other Abenaki Councils-Tirbal Governments went to Canada at the invitation of the French Colonial Governors, and remained there for a period of time before their return to their respective territories. The modern day Cowasuck-Coos People, under Chief Pero, who died in 1983, were active within their ancient territory at least 10 years prior to any activity at Missisquoi, but they had an advantage; They had the good sense, and smarts, in keeping their heads down and out of the fray that develped and ENSUED, resulting in much controversy during the 1970's and 1980's at Missisquoi, due to Mr. St. Francis and his cohorts in violence when they seized control by, intimidatioin, and/or force, of the Missisquoi Council and the ASHA, even to changing the Missisquoi Council Constitution and By-Laws to legalize as an Abenaki Tradition the idea of Hereditary Chieftainships, which are not, and which will never  become such, because, Hereditary leaderships ARE a European concept, not from Abenaki Traditions. Leadership amongst the Abenaki has always been, and shall always remain, elected positions, elected by the Abenaki People and/or through their elected Councils, with decisions being made by concensus as tradition demands, not by "One-Man Rule".
Therefore, to ensure that the full scope of the situation is known to all of the Abenaki People, it now becomes a sad duty, but a necessary one, to make public the following information that: Mr. Homer St. Francis has by his actions and deeds committed the following crimes against the Abenaki People and dishonored the name of every Abenaki Citizen now living, therefore charges are now pending which include, but are not limited to:
1a. Illegal enslavement of the Abenaki People by signing an agreement with a Gambling Syndicate for a Casino, thereby obligating present and future generations of Abenaki People to be at the beck and call of his friends of the Gambling Syndicate.
1b. This obligation to the Gambling Syndicate was made while Mr. St. Francis was the Grand Chief and unknown to the People throughout the Abenaki Nation.
1c. This is one of the reasons why at one time Mr. St. Francis was given an opportunity to retire as Grand Chief, with honor, but that door is now closed.
2. Falsification of documents submitted to the State of Vermont and to the U.S. Gov't concerning Recognition of the Abenaki Nation.
3. Proceeding, without consent, nor the authorization, of the majority of the Abenaki People in signing an agreement with a Gambling Syndicate.
4. Illegally, taking monies form a Gambling Syndicate.
5. Forgery of legal documents.
6. Dishonoring the Abenaki People by creating false rumors.
7. Illegally desenfranchising citizens of the Abenaki Nation, and also the Councils in Unity without just justification.
8. Abusing the Office of Grand Chief for Personal financial gain.
9. Also Allegations or wrong-doing against many members of the Abenaki Nation who have served in the Nation faithfully.
10. Conspiracy to defraud the Abenaki People of their rightful heritage for personal gain.
11. Conspiracy to commit Genocide against the Abenaki People.
12. Dictatorship rule while serving as Grand Chief, therefore not following Ancient Abenaki Tradition.
13. Openly lying at several meetings of the citizenship of the Abenaki Nation, both at the Missisquoi Council level, and at the Unity Council Meetings.
14. Failure to live up to the promises that he made at the Unity Council meetings.
15. Illegal transfering funds within and between the Missisquoi Council accounts.
16. Falsely accusing many Abenaki People of acts that they have never committed.
17. Conspiracy to defraud the U.S. Government of monies.
18. Conspiracy to defraud the State of Vermont of monies.
19. Illegal interference in the internal opperations of legally incorporated entities.
20. Violating the Indian Civil Rights Act of 1968 in ordering Abenaki People to vacate their own ancient Territory.
21. Illegally providing Missisquoi Tribal Cards to Non-Native Americans.
22. Illegally providing Missisquoi Tribal Cards to persons without proper genealogy.
23. Illegally providing Missisquoi Tribal Cards to persons who carry citizenship cards of many other American Indian Nations, in direct violation of a Solemn agreement that he made in front of all of the Councils in Unity.
24. Lying at every meeting of the Councils in Unity.
25. Repeatedly Lying to the People of the Abenaki Nation.
26. Lying to the People of the Abenaki Nation as to the source of the $300,000.00 received for Recognition.
27. Hiding factual information from the Abenaki People that he is a convicted felon of long-standing.
28. Conspiracy to defraud the Abenaki People and their legally elected Councils of monies.
29. Failure to act in good faith during negotiations with the State of Vermont.
30. Failure to act in good faith during negotiations with the United States Government.
31. Conspriacy to associate with people legally banished from the Abenaki Nation by the Council in Unity.
32. Prejudicial treatment against Abenaki women.
33. Without the prior approval and consent of the State of Vermont, conspiracy to circumvent the Motor Vehicle Registration laws of the State of Vermont.
34. Consorting, and Conspiracy, with known Right Wing radical groups and Militias who commit terrorism.
35. Conspiracy to commit murder of an Abenaki Nation citizens.
36. Nepotism on the Missisquoi Council.
37. Taking actions against the Councils in Unity based upon spurious and false information from persons with questionable backgrounds.
These formal change will be levelled by the Councils in Unity for trial at a future time and place to be announced.
We ask all Councils in Unity, and all Abenaki Citizens, to include those who have been unfairly treated by Mr. St. Francis, to Boycott the Missisquoi Heritage Day Celebration.
Additionally, we offer to all Abenaki People who have received such mistreatment, by Mr. St. Francis, a Safe Haven and Refuge against Mr. St. Francis's arbitrary, capricious and brutal dictatorship.
A SPECIAL NOTE: "Wake up Missisquoi; Dismiss your dictator! you are supposed to be free people." Missisquoi Council Citizens: "Are you aware that citizens of the Abenaki Nation made a special trip to the Pequot Nation and received from the Pequot People, as a gift, thousands of dollars for Brunswick Springs, and this was never acknowledged by Mr. St. Francis or the Missisquoi Council." Copies of these checks ARE available, upon request, for inspection by any Abenaki Citizen who wishes to see and verify the same.
Additional charges shall be brought forward as the investigations are continued. All charges will carry the maximum penalties under Ancient Abenaki Traditional Laws. All Councils in Unity shall have the opprotunity to review these charges and to bring additional charges.
It has been a sad duty to have to bring all of this to the attention of you, the Abenaki Citizens, but has become necessary under the circumstances, because we either all stand together or our Nation will never survive. It will be hostage forever to those who do not have our Nation's, nor our citizens best interests at heart.
This special edition of the Dawnland Voice is being sent to every Clan, Band, Council, and Nation on Turtle Island and they are encouraged, with our permission, to reproduce and distribute this special edition with our blessings.
To all of our brothers and sisters on Turtle Island, in every Clan, Band, Council and Nation, we send our best and warmest regards and wishes for peace, prosperity and happiness as we walk the Red Road in brotherhood.

Whereas, throughout pre-record, and recorded history, it is an indisputed [undisputed] fact that the ABENAKI NATION and its people have always been spread across a large land mass of the Northeastern part of the North American continent, throughout the many eons of time, and
Whereas, an artifical boundary was set across the ancient ABENAKI NATION TERRITORY by the European colonizes, thereby resulting in the splitting of our brothers and sisters, and their clans and bands, young and old, in their Ancestry territory onto two, sides of the said artificial imposed line that has made our people to become know as an Aboriginal Nation, and
Whereas, the forceably separated bands and clans and people of the NATIONAL FEDERATION OF THE ABENAKI NATION, and under the leadership of its Recently elected Grand Chief, Homer St. Francis, and
Whereas, the new unity has come about for the first time in joint Solemn Council and agreement since 1712 and 1713, and it clearly is of formost importance and necessity that the new unity prevails to prevent, from this day forward, any further encroachments environmental degradations, illegal acts and activities and acts of genocide against our Nation, our land, and its people by "Non-Natives and "Wanna-Bee's"; from within and from outside our ANCIENT ABENAKI TERRITORY; and
Whereas, it is the clear and full intent and purpose of the NATIONAL SOVEREIGN REPUBLIC OF THE ABENAKI NATION that ALL eligible ABORIGINAL AND ABENAKI COUNCILS within our ancient territory shall receive their rightful and proper recognition; and
Whereas, brotherhood, friendship, cooperation and trade between all ABORIGINAL PEOPLE and their democratically elected coucils within the ANCIENT ABENAKI TERRITORY is in the best interests of the NATIONAL SOVEREIGN REPUBLIC OF THE ABENAKI NATION and all those who are of ABORIGINAL ANCESTRY,
Therefore be it resolved, that the SUPREME COUNCIL of the NATIONAL SOVEREIGN REPUBLIC OF THE ABENAKI NATION, in SOLEMN SUPREME COUNCIL ASSEMBLED IN ANCIENT ABENAKI TERRITORY, and in SOLEMN AGREEMENT, in brotherhood friendship and cooperation does hereby recognize as brothers and sisters, the UNIFIED ALLIED COUNCILS and their freely elected leaders, as members councils within the NATIONAL SOVEREIGN REPUBLIC OF THE ABENAKI NATION, and
Be it further resolved, that the SUPREME COUNCIL OF THE NATIONAL SOVEREIGN REPUBLIC OF THE SOVEREIGN ABENAKI NATION shall render any and all requested aid and/or assistance to the member councils that it can render within the constraints of its abilities to do so, and the same shall be applicable from the member council and between the said member councils to each other, and also to the Supreme Council, to include 10% of the Yearly net income of each of the member councils to the Supreme Council, and
Be it resolved, that by the signatures and seals attached hereon, this date, this document does become a permanent and binding agreement between the said councils, and
Therefore, be it finally resolved, that by the signatures and/or seals, or both, attached hereon, this document does hereby become further, a permanent and binding Resolution and Agreement of Recognition, brotherhood, friendship, cooperation, and trade between the signatory councils, and it is actived by the signatures and/or seals of the Grand Chief or his official representatives, and the freely elected and recognized leaders of the Allied Councils hereon attached, and witnesses to same upon signing and or sealing this day.
