Page 20: In one of Swanton’s outlying neighborhoods, the Stephen Popple and Charles Sisco families were sharing a house. 83 These two Ancestral families were living from the basket, wood and leather working trade in the greater Swanton area, and had clearly joined their efforts as the Morits and Barratt families would in the next generation, and the Lapan and Gardner families would in the 1920 and 1950 period in the same basic area. 84

Page 27: Louis Freemore was one of the first Abenakis to purchases land in Swanton. He was most likely an uncle to John Freemore who appears in several Central family genealogies and was an Abenaki family and community leader in the 1830 to 1870 period. 113 Lewis and John were both living in Swanton’s developing Back Bay [Page 28.] neighborhood along with Benjamin Popple, Nathaniel (Baquabarrat/Barrat), John Savard (Savage) and John Anus (Hanks/Henry) according to the 1820 Swanton census. 114

Page 35: As noted earlier, there were many cases where efforts to retain their lands unsuccessful in the early to mid-19th century. The Lampman family had considerable land in Swanton to 1800 but was virtually destitute thereafter. In one sequence from 1803 to 1809, Samuel Sisco purchased land in Swanton, mortgaged it for payments of grain and cattle, then lost the land and had his widow and children warned out of town for poverty. 149 The two Highgate Morits families had lost their hundreds of acres on the Rock River and Franklin border by 1840 as well. And John Morits of St. Albans had to mortgage the eighteen acres of land between Lake Road and the Rood farm near Maquam Creek still retained from the old Missisquoi village lands in 1836. The arrangement read that he would pay in “good sound wood four feet long at fifty cents per cord” totaling almost sixty cords within a year…

Page 36: …and one half, or lose the land. 150 By all indications, that land was indeed lost and the family went back to a local subsistence lifestyle after almost 40 years of well documented stability from 1800 to 1840. The Morits, Lampman, Hoague and other Abenaki families continued to use the ‘Rood Farm’ on the Maquam shore and the Lake Road neighborhood right down to the mid-20th century. But they had to settle for renting from land owners and living off remote marginal lands until after World War II when Leonard “Blackie” Lampman purchased some Lake Road properties which the family still owns today.
The John Morits mortgage details the extremely hard work required of all the Indian families who wanted to live freely on their ancestral lands. In those days, cutting and moving 30 cords of hard wood per year was a major job requiring at least sixty days of work if a horse was available.

Footnote 150. SLR, 1837 in Appendix 4A. This is the first indication of Morits family ownership of land in Swanton in the 19th century. Unlike the Highgate lands which were purchased and taken back from non-Indians in the early 1800’s, this land appears to have come down from the old Missisquoi village period intact. It was not indexed in the usual way and no record or any original purchase by a Morits family member from one of Allen’s agents or legal descendants before 1836 has been located.

Page 41: Close ties between several Swanton neighborhoods and the known family histories of other Abenaki neighborhoods and families has also appeared in these [Page 42.] records. A substantial and early Wells (Duel/Dewell/Newell) family presence in West Swanton and Back Bay has appeared from 1810 to 1840 in the school and census records. 169 In the same period, the same families were recorded at alternate times from Milton, Grand Isle and Franklin to Highgate and St. Albans Bay. 170 In the 1840 Highgate citation, Polly Newell and family were living in a small three family cluster with the Henry Morits and James Francis (St. Francis) families. 171 The same year, Charles Wells and family were living in a similar three family cluster at St. Albans Bay with the John Curtis (Cootwa) and John Baptiste (Sabadis/St. John) Ancestral families. 172 These citations alone link the three St. Albans Bay/Islands, Franklin/Highgate woods and Swanton/West Swanton branches of the Abenaki community together four generations earlier than the similar data present in the Petition family charts. 173 Evidence is also growing that the Noe (Nault/Denault) family in Swanton were also Wells family members. 174 The Richards (Rich), Guyette (Goyet), Gonyo (Gonio/Shawraw), Bluto (Blowdure) and other families tied to St. Albans Bay as well as the Greenia (Greenie), Beor (Bear), Barrett, Lafrance (Defran), Olds and St. Lawrence families linked to the Highgate/Franklin Abenaki families all appear in neighborhoods from West…

This local, natural abundance accounts in part for the ability of the Morits, Lampman, Martin and several other Indian families’ unnoticed survival in the Missisquoi area.

Page 69: “In the following account of the Morits family both this early period and the late 19th century family migration are noted in the context of the Missisquoi Abenaki community. 291

“Well, you see when my grandmother and grandfather came across there was an old Indian Chief and his name was Chief Swatson and you see, he was the one that see to … the tribal people that was there, you know. Like their fish and everything, you see, he took care of it. And in Swanton then. … Back when it was Indian land. And Grandma said that when they come there, there wasn’t much there of it, only where they landed … where the Monument is here now in Swanton. … Grandma said that is where they landed, right there, and they came on shore. But Grandma said that the old Indian Chief Swatson and she said they named that town after old Chief Swatson because Chief Swatson died there. … It was the old chief himself, it wasn’t Swanton.”

The account goes on to describe a “whole tribe” of “quite a few families” totaling “more than 100 people” who lived at the old Missisquoi village back at the time of first settlement. 292 Families identified by name in the tradition….continued on page 70

Footnote 291. 2262, 10/6/83:3. This tradition hinges on the naming of Swanton, which conventional history ascribes to a Captain William Swanton. [Swift 1977:254]. The original account then stems from the period 1763 to 1790 when the town was essentially named Swanton by the New Hampshire grantees. Since the town was essentially New York territory, and therefore named and known as Prattsburg through the first half of the Revolution, the account probably refers to the 1784 to 1790 period when the Allen family first tendered a serious claim to and settlement of Swanton under that name. Note that this was the time of Daniel Portneuf, and the incidents with Captain Ondalamaguoin’s family in 1788. The tradition adds to the data confirming that a whole community of Abenakis lived in the area.
The oral tradition also fits well with the existing written histories of Swanton which confirm that a group numbering at least 70 was still at the Monument village in 1794. [Perry mss: 241-2; RP: 49-50]. Furthermore, the name ‘Swatson’ is close to the common Abenaki given name of the time, ‘Swasson’, which in turn was an Abenaki name of the French baptismal name Joachim. [Day 1981: 84, 95]. This Joachim or Swatson, was probably a Morits/ Tanagite family member, as each family tends to recall their more celebrated ancestor and, in most cases, derives their contemporary name from this source. [Day 1978: 156; Day 1981: 73]. That has also proven to be true of both the St. Francis and Medor Abenaki family names at Missisquoi by oral tradition within those families.

Are the Barratt’s and or Lampman's “St. Francis/ Sokoki/Missisquoi” Members; or are they not? Part 2:

Here is a portion of that material (I have transcribed the material) which pertains to the Barratt's (Barrat/Barret/Barrett), Lampman's, Martin's and Morits/Moritz families claiming to be "Abenakis" in Swanton, Franklin County, Vermont. Though I (retrospectively) was not intending to "work" some of this data into this blog (yet) this Barratt Ancestral Research recently became quite extensive and expansive, due to the intermarriage(s) between the Barratt's and other families, not to mention the shared common Morits/Martin ancestry, so I have "mapped out" in this posting many more more surnames and families mentioned herein, than simply just-the-Barratt lineage.

Most of it,  I have concluded, is based on CONJECTURE'S, HYPOTHETICAL'S, and just plain genealogical MANIPULATION'S on the part of quite a number of "scholars" and others, which of course, as usual, includes John Moody.

At least that is my own conclusion (in agreement with the BIA's O.F.A. conclusions of these documents claims); yet (if one does not think this is an accurate assessment of the Vermont "Abenakis" documents, then do the homework/research and decide what is FACTUAL and what is not.

Their 1982 and subsequent "Addendum" of January 1986 according to the Proposed Findings of November 09. 2005 and subsequent Final Decision of June 2007 concluded that the '82, '86, and 1995 claims of being "Abenakis" were built on ASSUMPTIONS, DISTORTIONS, MANIPULATIONS and unsubstantiated ALLEGED "ORAL" HISTORIES.

So, with that said, here is what is the Oct. 1982 Petition (in part) and also the ADDENDUM (in part) of January 10, 1986. [Eventually, I will post the whole of both document materials with FULL transcription].

Petition for Federal Recognition as an American Indian Tribe by the "Abenaki Nation of Vermont" dated October 1982:

Page 37: In June, 1765, “Daniel Poorneuf, Francis Abenard, Francois Joseph, Jean Baptist Jeanosis, Charlotte, widow of the late chief of the Abenakque Nation at Missisquoi, 10 Marion Poorneuf, Theresa, daughter of Joseph Michel, Madeleine Abernard and Joseph Abomsawin” leased an area of timberland about 4.5 miles long by 1.5 miles wide in the Missisquoi area to James Robertson, a merchant and “Indian agent” from St. Jeans Quebec (Perry, 1882:

Footnote 10. There is some possibility that this Charlotte is the daughter of Grey Lock, and the same Charlotte who baptized a child at Chambly in 1760, with Francois Michisenile as father, and that both are ancestors of Mitchell St. Francis who later raised his family in Swanton (Chambly, Book 1760, p. 6).

Notice how these ALLEGED and REINVENTED "Abenakis" write and linguistically switch from … “there is some possibility…” and then turn that conjecture into an implied fact with … “that both are ancestors of Mitchell St. Francis,” [who is a genealogical ancestor of Homer Walter St. Francis, Sr].

Page 38: 971-3; Lampee, 1948: 107; see Appendix A). The document has sometimes been interpreted as a sign that the Abenaki were preparing to leave the area (Charland, 1964: 173; Day, 1973: 10). But as John S. Moody pointed out, a careful reading of the lease provides for an opposite interpretation (Moody, 1979: 13).
The area leased ran up to the village, two miles below the Falls, and expressly reserved twelve family farms on both sides of the river for the use of “Pierre Pechenowax, Francois Nicowizet, Annus Jean Baptiste, Momtock, Joseph Comprent, Towgisheat, Cecile, Annome Quisse, Jemoganz, Willsomquax, Jean Baptiste the White Head, and Old Ettiene.” Terms of the lease included yearly plowing of these farms, “as shall be sufficient for them to plant their Indian corn every year,” in addition to a yearly rent of Spanish dollars, corn, and rum. The lease was to run 91 years. The document certainly reveals the intention of the Abenaki to remain in their homeland. It also reveals that authority and responsibility in such matters resided with representatives of individual families, both men and women, who watched out for the interests of their own families by acting collectively when the situation required it.

Page 58 and 59:Portneuf is an Abenaki family from Missisquoi. The name appears on Robertson’s lease and also later at Odanak. Morins (also spelled Morice, Maurice or Moritz.) 14 is another Abenaki family from Missisquoi, identified by contemporary descendants in Swanton as well as those at Odanak. Members of the Morins/Moritz family have some of the deepest roots at Missisquoi. A few are listed in the early 19th century Highgate census lists (see below). In the middle part of the 19th century marriages between Mary Maurice from Missisquoi and William Obumsawin of Grand Isle, and Mary’s sister Sophie to Theophile Panady Panadis at Odanak helped to facilitate travel and cooperation among Indians living in these three locations – Grand Isle, Odanak, and Missisquoi. 15

Page 65: The case of Peter Baraby is particularly interesting. In 1826, the St. Athanase register from Iberville, Quebec, Canada, just north of Lake Champlain, records the baptism of Martin, son of Pierre Barnaby (sic) and Brigette Guyette. In 1831 the same couple baptized Hubert, born in Vermont. In 1833, a daughter Rosalie is baptized at St. George d’Henryville, Quebec, Canada, also a short distance from Missisquoi Bay. In 1838 Peter Baraby and Begin Giot (sic) are listed as god parents for Narcissa Mitchell, father Marcheness Mitchell and mother Margaret Baraby. In 1839, Father O’Callaghan from Burlington, Chittenden County, Vermont baptized a Francis Peter; the father is listed [Page 66] this time as Barady Peter. In 1841, another son is baptized as Lewis Banady, the first time that it becomes evident that the name in question is a form of the Panadis/Benedict name associated with Missisquoi. The Baraby/Mitchell/Guyette connections are among many that form the basis of the contemporary community.
In 1857, in North Hero, Vermont, a Paridy Peter marries Matilda Dayia. His father is listed as Peter Paridy (John Moody, 1979: 52, 58). Not only does the case of Peter Baraby illustrate the difficulty of tracking Abenaki names through the records; it also illustrates the amount of movement that was still common for families at the time.

Page 72: The 1850 U.S. Census of Swanton, Vermont lists several families of known Abenaki descent, many of whom were living together slightly away from the central village in an area that came to be known as Back Bay (see May #5 detail). For many years it remained a poor, rundown area with shacks and a few log cabins; and descendants of the same families listed there in 1850 are residing there today. Page 77: William Moritz is part of the old Morins/Maurice family from Missisquoi. His great-grandson, Leonard “Blackie” Lampman is currently chief of the Abenaki Tribal Council. (See Family Chart 5). It is relevant to note that Chief Lampman’s parents were first cousins through their mothers, both daughters of William Moritz, one of several cousin marriages that have occurred among Abenaki families in the Swanton area, and another indication of the way that the community has been maintained. The practice, however, is less prevalent today than it was two or three generations ago. Much of the traditional lore of the Missisquoi region was passed down to “Blackie” by his grandmother, Josephine Moritz, an accomplished healer and another mainstay in the Back Bay community.”

Page 86: In the same way that the Gardners and Lapans became integrated into the Abenaki community during these years, so did other families. The Hakeys, Cotas, Phillips, Barrats, Demars, Maskells, Partlows, and others were woven into an expanding network of Abenaki relationship and custom that found its center in Swanton’s Back Bay, the Highgate woods, the Champlain Islands, and other locations long favored by the earliest Abenaki families in the region.

The family charts on the following pages are an attempt to depict the development of the local Abenaki community from the middle of the 19th century, when records are adequate for the task, to the present. They must not be viewed as complete genealogies. Not all the children from a particular marriage, nor all the known ancestors are included in these charts.

Rather, the charts show relationships among different families and need to be read horizontally in order to appreciate the expanding network and links formed by successive generations.

Each chart has four horizontals, or four generations, marked by Roman numerals.

Chart 1 is schematic and indicates the time periods for the other charts. Individuals found along a particular line are heads of households and raising children during that particular period. Living members on line IV are darkened in. (Many on IV are deceased.)

Each chart focuses on certain families and the links with a few other families, but the groupings in most cases are somewhat arbitrary. All of the families are connected, many of them for three generations.

Charts 2, 3 & 4 represent the growth of Swanton’s Back Bay Community from St. Francis, St. Laurent and Medor ancestors. The families along lines I and II of these charts represent the core of the old Back Bay as it developed in the 19th century.

Charts 2, 3 & 4 should be examined together as they represent one large kindred.

Chart 5-6 represents the development of another major kindred descended from the old Abenaki Morice/Moritz family and the Marten family (Montaigne-Watso?) and shows its ties with the St. Francis family and Gardner’s as well.

Chart 7 shows some of the relationships among the Gardner, Phillips, Lapan and Barrat families. The first three of these families were among those who adopted a more transitory life style during the 19th century, settling down into the Swanton-Highgate area sometime around World War I. The...

Page 220: ...Barratt family is recognized locally as an Indian family, but its ancestry is uncertain. It is possible that Barrat is a variation of Barady, and that Samuel Barrat was another of the Panadis family originally from Missisquoi.

Finally, Chart 8 is a representation of the cluster of Abenaki families that had settled into St. Albans Bay by 1840 and the eventual ties with other families in the Swanton, Highgate area.

Several different attempts have been made to represent the kinship connections among the Abenaki families in the St. Francis/Sokoki Band. None of them has been sufficient to show the complexity or number of relationships involved. One member expressed it best when in response to a question about how two families were related, answered, “Just put them all in a bag and shake them up good – then you would have it.”

These charts, if examined carefully, provide some indication of the many-sided relationships that exist, but they [the charts] simplify the picture considerably and distort as much as they reveal.

Obituary: ROCHESTER, N.H. Dawne E. Barratt, 75, has entered into the gates of heaven after a lengthy illness. She was born Oct. 13, 1934 to Yvonne (Vanslette) Hoague & Alfred E. Hoague in Providence R.I. She met and married the love of her life, Roland R. Barratt, in Swanton, Vt. on July 11, 1953. He was her devoted caregiver for over 18 years. They just celebrated 57 years of marriage.

Although having to leave school in the tenth grade after the passing of her mother and to care for her little sister Emeline, she was very proud of graduating from the CNA program at Rochester Manor in mid-life. She spent most of her career giving loving care to others, retiring only after losing her sight to diabetes. She leaves behind four sons, Roland A. and wife, Leona Coty Barratt of Hope, R.I., Steven I. (late Karen Parker Barratt) of Rochester, Dennis J. and wife, Julie Miller Barratt of Portsmouth, N.H., and Leonard W. and wife Krystn Stokes Barratt of Rochester N.H. She also leaves behind two daughters, Nancy L. Hanley (late, Thomas Hanley) of Lee N.H., and Bernadette J. and husband Harvey Lincourt of East Rochester N.H. She also leaves behind a special niece, Patricia Pumpkin Metivier of Swansey Mass., and a cherished life-long friend Helen Lamphere, of Warwick, R.I.. Obituary: Swanton, Franklin County, Vermont,­ Mitchell Ezra Hakey, 54, a lifelong resident of this community died Thursday evening, July 26, 2001, in the Holiday House Nursing Facility in St. Albans Town.

Mitch was born in Swanton June 15, 1947, the son of Ezra Raymond Hakey and Dixie Downey. He attended schools in Swanton and was married to the former Susan Manning who survives him.

Beginning at the age of sixteen and continuing until his illness, Mitch worked as a trucker and most recently was associated with Quinn Brothers. He was a lifelong member of the Memorial United Methodist Church and will always be remembered for the devotion he had for his family and for his love of hunting and fishing.

In addition to his wife Susan Hakey, Mitch leaves his mother and step-father, Dixie and Donald Root of West Swanton; two daughters, Stacey Choiniere and her husband Jeff of Franklin, and Jessica Hakey-Gingras of Swanton; a step-daughter, Kristin Parah of St. Albans; two sons, Mitchell Todd Hakey and Ezra Matthew Hakey-Gingras, both of Swanotn; a sister, Sherry Holbrook and her husband David of Swanton; two brothers, Raymond Hakey and his wife Ann and Terrance Hakey and his wife Shirley, all of Highgate; four grandchildren, Tara and Trevor Gagner and Alex Choiniere of Franklin and Elizabeth Hakey of Swanton. Also surviving are his mother-in-law and father-in-law, Sandy and Bob Manning of Swanton; brothers-in-law, James and David Manning of Swanton and a sister-in-law, Laura Sanchez and her husband Jeff of Colorado, as well as several aunts, uncles, nieces, nephews, cousins and friends. He was predeceased by a daughter, Gina Hakey Pilbin on Oct. 5, 1992 and his father Ezra Hakey on Feb. 14, 1994. Obituary: CHARLES R. "CHUCK" BARRETT, SR. OF ST. ALBANS / SWANTON - Charles R. Barrett Sr., 60, a resident of this area for most of his lifetime, passed away early Wednesday morning, May 31, 2006, at the Northwestern Medical Center in St. Albans. He was born in Swanton, April 24, 1946, the son of Charles S. and Lucille "Lucy" St. Francis. Lucy was later married to John Lapan and together they raised Chuck from the time he was a very young boy. Chuck attended St. Anne?s Academy in Swanton and received his GED in St. Albans. Throughout his working life, Chuck was associated with many different businesses including a New Hampshire roofing company and Cota?s Service Station and Vermont Precision Tools in Swanton. He later worked for a number of different area taxi companies as a driver and for the past several years he owned and operated his own business, Chuck's Taxi in St. Albans. In his earlier years, Chuck had been a Golden Gloves Boxer. He loved hunting, fishing, target shooting, woodworking and building things and playing scratch tickets. But his greatest love was his children and as a devoted father he often sacrificed his own needs in order to provide them with whatever they wanted or needed. Chuck is survived by his fiance, Sandra J. Draper of St. Albans; his five children, Charles "Chuckie" Barrett of North Hero, Steven Barrett of New York, Norman and Christopher Barrett of St. Albans and Sandra Beaumont and her husband, Kevin of Swanton; his grandchildren, Kaylee, Courtney, Brandon, Andy, Dominic and Jacob; his former wife, Shirley A. In the Bureau of Indian Affair's "Office of Federal Acknowledgment" documentation herein, the Barratt's Ancestry is mentioned:

St. Francis/ Sokoki Band of Vermont Abenakis: Proposed Finding - Summary Under the Criteria. Page 126:

The petitioner also submitted a transcription of poor farm records from the Sheldon, Vermont, town offices for the years 1891 to 1948 (SSA 1996.01.17 [Part B Appendix 3]). Photocopies of the original records were not submitted and the petitioner is encouraged to submit them along with its analysis. The submission introduction stated that "[d]eath records of the farm have generated the following list of Abenakis who were living there [the Sheldon poor farm] at the time of their death[s]." The attached list contained the names of 52 individuals with the years of their birth and death. Only one of the petitioners' claimed ancestors from the "primary" ancestral families can be identified: Mary Hoague 1844-1914. Other names include individuals with surnames of families that married into the "primary" ancestral lines (Barrett, Laplant, Greenia, Ploof, Lampman, Cota, and Martell). Some individuals had the same surnames as some of the petitioner's "primary" ancestral lines, but could not be identified as descendants or relatives. The document did not provide any genealogical information regarding family relationships.

No family histories, commentaries, or personal records were submitted.

The petitioner derived much of the information used in its historical narrative from academic publications on the history of Missisquoi, Becancour, and St. Francis Abenaki Indians by Day (Day, 1981), Calloway (Calloway 1987.12.30, 1990, 1990a), Haviland (Haviland 1994 (Revised Edition; first ed. 1981)), and Wiseman (Wiseman 2001). A thorough discussion of these publications is provided under criteria 83.7(a) and 83'.7(b). These publications did not provide information concerning a continuously existing Missisquoi or Western Abenaki tribal entity that included the petitioner's ancestors. Nor do they provide names of individuals identified as members of the historical tribe, that is, persons documented as Missisquoi or Western Abenaki in the United States or Canada, or their genealogical connections to the petitioner's claimed ancestors.

(b) Oral Histories
The petitioner submitted transcripts of interviews with four individuals (see discussion under criterion 83.7(b) for additional analysis). All informants claimed descent from one of the primary" ancestors and all were born in the early part of the 20th century in Swanton, Vermont. These transcripts included a discussion of individual ancestors, relatives and kinship relationships, and memories of neighbors and schoolmates. However, while these records provide some limited insight into the petitioner's claimed relationships and activities (see discussion under criterion 83.7(b)), and contained some genealogical information on parents, grandparents, siblings, and cousins, they did not contain information leading to the documentation of Indian descent, since the informants' lineages were not systematically explored. What little information was obtained about ancestors was primarily anecdotal "family tradition." The petitioner needs to submit photocopies of birth, marriage, and death records, or other reliable evidence to substantiate claims made in the oral histories.

So even if the Barratt/ Barrett Families are indeed listed on these January 2011 "Missisquoi Abenaki Roles" the question should  ALWAYS be:

"Are these people legitimately and documentarily of Abenaki Indian Decent?"

So I was "curious" and began to genealogically map out the Barratt's and the Lampman's/ Morits document-for-document, just to "see" what these documents, in conclusion, would provide my awareness, since of course, in the Proposed Finding's of the B.I.A.'s Office of Federal Acknowledgement, did in fact, make repeated mention of these particular families quite a number of times therein, including also in their Final Decision in late June-early July, 2007.

BIA's O.F.A. Clarification:
The petitioner's charts assume there was only one William Morits. It is not at all clear that all three of these records describe the same person.
In addition, according to the Family Descendancy Charts, William Morits and his wife Mary Jane Martin are the parents of Martha Morits, the next link in the family tree down to Chief Leonard "Blackie" Miles Lampman. However, Martha was born in 1865, five years before Mary Jane and William were married (State of Vermont, Public Records Division 1871-1908: Marriage - Bridecard). She seems to be a child of a previous marriage. The possibility that William Morits had been married before he wed Mary Jane Martin is strengthened by additional evidence regarding his children. Information about a prior marriage is not included in the petitioner's Family Descendancy Charts though.
