A Bit More Historical [Hysterical?] Documentation's and Questions? Abenaki Nation/Vermont Articles of Association - Howard F. Knight Jr., Elwin "Joe" Merle Pero, Wayne Hoague, Richard Phillips, and Rudolph Kent Ouimette, ETC:

I do NOT conclude that either Luke Andrew Willard nor his "Alliance" buddy Roger "Longtoe" Anthony Sheehan are "Chiefs" of ANY legitimate "Abenaki" Tribal Entity whatsoever. I will now proceed to EXPLAIN WHY I conclude this, based on the documentation in my possession. Let's do an evaluation of the HISTORICAL RECORDS, shall we?
First, take a review of the "Articles of Association" of the "Abenaki Nation of Vermont" of about January of 1977 (or 1979) .... begin to DO THE MATH ... connect the names, dates, and documentation! Watch as I SHOW and PROVIDE the Paper Trail from Homer Walter St. Francis Sr. through various names, who created various "Inc. Organizations" all the way up to wherein Luke Andrew Willard (with the late Nancy Lee Cote-Rolls) created the "Nulhegan-Coosuk" "Abenaki" "Tribe" in August of 2004.
Resolution #1:
Whereas, the Abenaki Self Help Association is a Federally funded Indian Service Center and
Whereas, article 1, Section 2a of the by-laws of ASHA states that "ASHAI services shall be available to all Indian people located within the ASHAI Service area"; and
Whereas, Indian Bands are autonomous and sovereign entities within the Indian nations, and
Whereas, Indian Bands have not declared to the Government or any agency thereof the right to determin their membership, and
Whereas, many Indian people, and particularly many members of the first reconstituted Abenaki Tribal Council who were recognized by the State of Vermont are deprived of membership and services by the Abenaki Self Help Association, Inc., and
Whereas, paid employees of the ASHAI were observed throughout the last most recent election using paid time and ASHAI facilities for electioneering to promote the [?] of St. Francis/Sokoki Band members for board seats, thus slanting the election in favor of one Band, and
Whereas, The Abenaki Self Help Association, Inc., has been constantly the subject of nepotism and self serving interests since its inception, and
Whereas, The Missisquoi Band, The Green Mountain Band, and the Eastern Woodlands Band Chiefs and Councils have no input into the program development or policy decisions of the ASHAI, now
Therefore be it resolved:
1. That the Abenaki Nation/Vermont formally withdraws it's support for the policies of ASHAI.
2. That the Abenaki Nation/Vermont formerly withdraws it's support for all the programs of the ASHAI.
3. That the Abenaki Nation/Vermont resolves to compete with the ASHAI for program and services administration for Indian people in Vermont.
4. That all Federal, State, and private sources of funds for ASHAI should be so notified.
Introduced by:
Chief Wayne J. Hoague

Wayne Hoague of Swanton, a former chief. "Everybody told us we didn't exist," he says, "But we are here." He hunts deer during Vermont's fall bow season.
Resolution #2
HUNTING AND FISHING AND LAND USE
Whereas, since the beginning, Indian people have lived in harmony and balance with their environment, and
Whereas, for the past two centuries, Indian people have been driven from their hunting and fishing and agricultural homeland by the encroachment of European settlements, and
Whereas, these Indian people and their descendants have migrated back to their traditional settlements, and reformed their Tribal Councils, and
Whereas, The Abenaki people have never sold their lands or bargained them away by treaty or other indenture with the States of New York, New Hampshire, or Vermont or the Federal government, and
Whereas, there have been repeated demands for the return of these aboriginal lands by the Abenaki people over the past two centuries, and
Whereas, Indian people hold the land in sacred reverence and the wildlife thereon as gifts from their Creator upon which they have traditionally subsisted, and
Whereas for thousands of years, our ancestors have freely roamed over these lands and hunted, fished, and cultivated and harvested herbs, now
Therefore Be It Resolved:
1. That the Abenaki Nation/Ver,pmt advocates the issuance of free hunting and fishing rights for Abenaki People.
2. That the Abenaki Nation/Vermont advocates the continued use by the Abenaki people of all lands shared by is with or taken from us by white settlers, for hunting, fishing, and gathering of herbs.
3. That the Abenaki Nation/Vermont opposes the licensing or taxing of Abenaki people for any uses of our sacred land or the gifts from our creators which were provided for our use.
4. That the Abenaki Nation/Vermont supports the free use of all watercourses for travel, hunting, fishing, and other traditional uses.

Resolution #3
RECOGNITION
Whereas, Aboriginals on this continent called Turtle Island recognized the Europeans who landed on our shores, and
Whereas, our people have become educated to the ways of colonialism and understand the process of genocide which is one of its manifestations, and
Whereas, Indian Tribal governments have been dealt with as sovereign entities throughout history, and
Whereas, the Abenaki people in Vermont were studied as individuals and in community in 1976 and were recognized by Governor Thomas P. Salmon by Executive Order as Aboriginals of this territory, and
Whereas, the governing body of the Abenaki people, as a result of this proclamation, was with as such by the Chief Executive Officer of the State of Vermont, and granted appointive powers to the Governor's Commission on Indian Affairs, and
Whereas, the Federal government has dealt with the Abenaki Nation as a Nation of Indian people,
Now Therefore Be It Resolved:
1. That the Abenaki Nation/Vermont recognizes its member bands as organized bands of Indian people, and
2. That the Abenaki Nation/Vermont advocates the formal process of recognition by the Federal government for its member bands,
3. That the Abenaki Nation/Vermont advocates the formal process of recognition by the State of Vermont for its member bands.

Dear Colleague:
The purpose of this booklet is to provide you with information regarding the process of applying for FY 1981 Ethnic Heritage Studies Program funds. Applicants are required to file the forms in this package in order to obtain benefits.
I would like to call your attention to several changes in the application information package for FY 1981. Specifically, we have added: (1) Table of Ethnic Groups Involved in Ethnic Heritage Studies Program Projects 1974-1977 (E1-3); (2) a listing of reasons for disqualifying applications (f4); (3) Ethnic Heritage Studies Program Regulations (C1 and C2); and (4) certification of non-profit status and educational purpose (D2).
In addition, the program information section of the Application Notice indicates a number of changes in funding procedures for FY 1981 that you should consider in preparing your application.
Particularly important is the opportunity to apply for either single or multi-year grants. The Ethnic Heritage Studies staff and dissemination staff located in the Education Department regional offices are available to answer questions about the application process. However, we are not permitted to review applications in advance of the closing date.
The Secretary expects to announce the recipients of grants no later than June 30, 1981.
Thank you for your interest in the Ethnic Heritage Studies Program.
Sincerely,
Lawrence E. Koziarz

[ALLEGEDLY Richard "Blackhorse" Wilfred Phillips created this document]
A Declaration
On this date [March 19, 1983 as it is indicated] , I, Richard Wilford Phillips, do hereby surrender my position as High Chief of the Woobanakick Eastern Woodlands Abenaki Nation Vermont band. I, until further notice, will be known as the number 2 Chief, though I retain my I.D. card and band number as number 1 Chief until such time I resume duties as High Chief.
The purpose of this document is due to family pressures and obligations which must take precedent at this time.
This document is dated for record, and signed by the Clan Chiefs present on this date, stated below, with myself. It is understood that I will resume my position as High Chief upon a minimum of 30 days notice to the Tribal Council Chief serving in the capacity of High Chief at the time of notification.
Signed
Richard Wilford Phillips
CHIEF BLACK HORSE

SPIRIT BEAR: Emerson B. Garfield

WHITE BUCK: Kevin J. Fletcher
Chief White Buck
RUSHING WATER: Howard F. Knight, Jr.
Chief Rushing Water
[NOTICE: The handwriting 'slant' is Howard F. Knight, Jr.'s ... NOT Richard W. Phillips. Richard Phillips middle name was NOT "Wilford" but rather on ALL Vermont Vital Records of his marriage and his children's birth records, it was Richard Wilfred Phillips. So, what this indicates, is that this document is a FORGED, CREATED, DECEITFUL MANIPULATION of reality. It's a confabulated document. Richard "Blackhorse" Wilfred Phillips was ALREADY "outside" this concocted group Incorporate by March 19, 1983 to my thinking.]
REVIEW THIS LINK: http://4.bp.blogspot.com/_hqC5V9v2WXg/SxRAJLnl9II/AAAAAAAACAI/L6m-IhBfc4s/s1600/85.+Exhibit+33+Pg+03.jpg Wherein, on December 01, 1992 ... quote, right from Howard F. Knight, Jr.'s own typed up confabulations (which were used as "evidence" in a Massachusetts "Incorporation Protest" hearing involving Paul Wilson Pouliot and Homer St. Francis Sr. too), "In either 1979 or 1980 some of these families who were desendants of the old Coos/Cowasuck Tribal Band came together under Richard "Black Horse" Phillips who was the next Coos Chief, formerly from Swanton and Newport, Vermont. About June or July of 1980, I joined the Coos Tribal Band and took my seat on the Tribal Council as a Clan Chief representing my family Clan. Suddenly, from "out of the blue", in the summer of 1983, Chief Richard "Black Horse" Phillips resigned. No reason was ever given. At this point, the Tribal Senior Council (as it was known at that time) to include Alden Palmer - Senior Councilor, elected me as the Acting Chief because of the reasons that they felt I was able to write cleary [sic], speak to issues with a clarity that the others on the Council felt inadequate to do, and probably the most important to them, the fact that I had a college education compared to many who had only a 6-8th grade, maybe a 10th or 11th grade education if they were lucky. I served as Acting CHief until October 1989, at which time I was elected to a Seven year term as the Coos Tribal Chief per the Tribal Band By-Laws by the Council members".

Obviously, Howard Franklin Knight, Jr. either CREATED this dated March 19, 1983 document "to cover his arse" for the lack of legitimacy to being connected to anything authentically Coos "Abenaki" or...perhaps, he just "forgot" to shred this particular created forged document, that he himself created, and was "ignoring" its "created" reality. By my calculations (reviewing the factual documents), Mr. Richard Wilfred Phillips had already left this incorporations for reason(s) I will explain later on. The FACT that on this particular March 19, 1983 document, it is indicated that Richard Phillips supposedly wrote Wilford, instead of Wilfred, as his middle name....is clearly a VERY STRONG INDICATOR, that Richard Phillips DID NOT create this document, nor did he create or sign it with his bone fide signature! The ONLY person who created and signed this document, was seemingly Howard Franklin Knight, Jr. himself on March 19, 1983 or a date thereafter. To my thinking.

NEXT, I WILL BEGIN TO SHOW AND PROVIDE THE SEEMINGLY DECEITFUL MANIPULATION OF THE DOCUMENTS ABOVE, BY NONE OTHER THAN HOWARD FRANKLIN KNIGHT, JR. himself.

The reason the Incorporation "Abenaki Nation of Vermont's Registered Agent was Kdakinna Pobatamwogan Medicine Society at 15 Jewett Street in Swanton, Vermont, was because Richard "Blackhorse" Wilfred Phillips (and Richard's 1st wife Theresa Henriette Hill) daughter Kathy Joyce Phillips born October 20, 1965 in Morrisville, Vermont, did live with (and have two children Kasey and Erin Ouimette in 1980 and 1981) a "Kent Ouimette".

Reality/Truth vs. Belief/Perception Part 2 Regarding Phillips of Vermont

This is going EXPOSE the rotten core or roots of the "Nulhegan" "tribe" group's lies and faulty distortion's and belief's regarding both the Vermont-Based PHILLIPS Family "oral history" perpetuated by one descendant, Winifred A. (Jerome) Yaratz through her 2006 book, followed by Donald Warren Stevens Jr. as well as Frederick Matthew Wiseman, Ph.D. during the Vermont Recognition of the four groups seeking State Recognition.

Yes, politicians and non-independent scholars LOOKED AT what was submitted for "proof" ...
And most of it was from Fred M. Wiseman himself, given to the groups, and those groups then handed it back to those who were doing the "looking at" such as Senators Vincent Illuzzi, Hinda Miller and so on from 2005 to 2012.

So, with that, down the rabbit hole we go, to discern Reality/Truth/ Facts vs. Belief/Perception / Lies and Distortions ...

WRONG !!

This is Antoine "Black" Phillips Jr.

NOT HIS FATHER

AGAIN
Reality and Truth vs. Beliefs and Perceptions

Winifred Yaratz Book Page 14

Winifred Yaratz was/is either perpetuating something she was told, and BELIEVES, or is herself doing this. Suffice it to say she and they, are WRONG in their faulty beliefs and perceptions throughout this book.

Old Antoine Philips Sr. (b. ca. 1814 - 1885) was NOT AN ABENAKI ... He was born of two BLACK parents (Peter Phelps and Nancy Mach).

He was NOT born on Lac Memphrémagog in ca. 1787 either. Again, these are all distortions, based on beliefs and perceptions, and faulty constructs. LOOK AT and REVIEW the 1850 Highgate, Franklin County, VT Federal Census for this family! The age given for Antoine Philips Sr. indicates clearly he was born about 1810-1814.

He himself was identified as B for Black and his children were identified as M for Mulatto

He had a descendant who told H.E.A. of the Eugenics SURVEY of Vermont, that he had something to do with the Kickapoo Indians, based again, on beliefs and perceptions of his descendant. Very likely, when the Kickapoo Indian Medicine Company was moving around from town to town in Vermont, during the late 1800's, some of the Phillips were employed as "Indians" because of their darker 'tawny' complexion (due to the paternal African ancestry, and the straighter hair (due to Antoine's FRENCH wife).

Following the above page downward, Winifred (Jerome) Yaratz asserts that Antoine Philips Sr. was the son of Chief Piel (Peter) Philip who allegedly was born ca. 1730 in No. Conway, New Hampshire.

Suffice it to say (bluntly) that a lot of this Yaratz book is just plain utter garbage, as it relates to Antoine Philips Sr. parentage etc.

The genetic direct-male-Haplogroup for him is, in reality and fact, B-M181 ...

"Y-DNA haplogroup B, like Y-DNA haplogroup A, is seen only in Africa BEFORE SLAVERY and is scattered widely, but thinly across the continent. B is thought to have arisen approximately 50,000 years ago. These haplogroups have higher frequencies among hunter-gather groups in Ethiopia and Sudan, and are also seen among click language-speaking populations. The patchy, widespread distribution of these haplogroups may mean that they are remnants of ancient lineages that once had a much wider range but have been largely displaced by more recent population events."

And of course the direct-male Haplogroup B-M181 originally comes out of Africa, solely, until AFTER slavery had brought Antoine Philip's ancestors here to this continent. This is the Reality and Truth of his direct-male-ancestors. And very likely his mother's ancestors as well.

We don't know if Peter Phelps was born on this continent, (Connecticut or brought there from the West Indies, whether his parent(s) were in CT, or from the Southern States first; that narrative has seemingly been lost to time)

My point is this: Winifred (Jerome) Yaratz IMPLIED and SUGGESTED that her ancestor Antoine Philips was the son of an Native Indigenous male human being (Chief Piel Peter Philip) who is within this northern New Hampshire ca. 1796 Land Deed.

GENETICALLY-SPEAKING, this Yaratz narrative is impossible. The DNA does not prove the Phillips narrative in this book to be reality.

Some of Antoine Philips (ca. 1814-1885) descendants have within their Ancestry.com Ancestral Tree's TRIED to IMPLY that they are descendants of this ca. 1796 Chief Philip of northern N.H.

And there are plenty of Ancesty VT Phillips Descendants who IMPLY they are descendants of Louie Metallic and Philip the Chief ca. 1796.

One really does have to ponder WHERE these "genealogists" get their information BEFORE they begin putting it online in Ancestry.com (and people carry the distortions into their own Tree's). Again, based on faulty Beliefs and Perceptions, folks DISTORT and DECEIVE, manipulating the TRUTH and REALITY of not only Chief Philip but also of Louie Metallic and their descendants.

Winifred Yaratz Book 15

Old Antoine Philip's spouse Catherine Ã‰mery dit Codèrre born on January 06, 1806 in Notre Dame du Rosaire Parish, Ste. Hyacinthe, Québec, Canada. Her maiden name was not 'Cadaive' or 'Cadieux'. Those spellings are distortions.

Catherine's parents: Pierre Ã‰mery dit Codèrre and Marie Louise Brisard dit Ste. Germain.

Catherine was 7 Generations Removed from a Huron/ Western Algonquin Refugee couple (in red font) Catherine and her mother Marie Louise Brisard dit Ste. Germain, Marie Louise Chabot grandmother and great grandmother Marie Félicité Petitclerc all identified and were identified as FRENCH.

Winifred (Jerome) Yaratz's grandmother Rosalie Josephine (nee: Phillips) Blais / Blake could NOT have known Catherine's great-grandmother (Marie Félicité Petitclerc) was allegedly called or known as "Autumn-Wind."

No one in the Antoine Philips Sr. descendants KNEW about Catherine's parents or ancestors. This whole "Autumn-Wind" is based on Beliefs and Perceptions. Winifred Yaratz even admits Page 15, that she has been unable to find ANYTHING on her mother, Marsha Marceline (nee: Blake) Jéróme's great-great grandmother, Marie Louise (nee: Brisard dit Ste. Germain) Ã‰mery dit Codèrre.

No one knew of Catherine or Antoine's parentage UNTIL the baptismal record of her son Antoine Jr.'s baptismal record, was comparatively evaluated with his siblings.

As a matter of fact, the Phillips Family didn't even KNOW the parents of Michael Phillips Sr. whose descendant is Richard "Blackhorse" Wilfred Phillips was/is a member of the St. Francis/Sokoki "Homer's group" "tribe" ... UNTIL after the Eugenics SURVEY Records were discovered by Kevin Dann after 1986 !! Did they even know that Michael Phillips Sr. was baptized as Mathias Philippe in his mother Catherine's Catholic home parish in 1835? I think not. So what was/is Winifred (Jerome) Yaratz really proving objectively? The answer is NOTHING. The book she compiled was based on Belief and Perceptions. NOT facts nor the reality of those Black and French ancestors whatsoever.

Phelps Phillips Time Line

Cross-referencing the Godparents of each of Catherine's children, CONFIRMS the correct ancestral lineage of Catherine. DNA genetic test results in both FTDNA and AncestryDNA also PROVES the accuracy of the genealogical mapping of Catherine's ancestral genealogy.

Winifred Yaratz Book Page 23

Claiming without ANY substantiation whatsoever that Antoine Philips (b. ca. 1814-d. 1885) was a descendant or relation  to the ca. 1796 Chief Philip Land Deed here in Coos County, is just more MYTH-MAKING nonsense based on unsubstantiated Beliefs and Perceptions.

NOT FACTS nor Reality!

Winifred Yaratz Book Page 25

Winifred A. (Jerome) Yaratz:
"They [Phillips] wasn't Negro or had in their blood ... they [Eugenics SURVEY] did this to discredit them [Phillips]."

Please by all means, explain away the direct male Phillips Confirmed Haplogroup B-M181 then.

How could H. E. Abbott of the Eugenics SURVEY's genealogical research trace the Phillips family origins to Quebec, Canada?

H.E.A. herself had not validated the information given to her with anything that substantiated that "oral history" or Census Record information, let alone she had not validated who Antoine or Catherine's parents were? So how is anything in the Eugenics SURVEY regarding the origins of Antoine and Catherine (Coderre) Phillips actually factual? It's not. Everything that was SAID or IMPLIED in the Phillips V.E.S. File is subjective, until it is validated with source documents. Otherwise, its just a bunch of beliefs and perceptions/ myth-making.

"Seemed a lot like", and being actually Native People are two different dynamics. "Seem a lot like Native American nomadic families ..." is subjective, based on belief and perceptions.

Winifred Yaratz Book Page 02 (Genealogy)

SOME of the Phillips Family Descendants attempt to elude and imply that Antoine Philips Sr. (ca. 1814-1885) was the son of Chief Pierre Philipp of northern New Hampshire ca. 1796, based on their subjective beliefs and perceptions.

It would appear that the Phillips family attempted and still attempts to race-shift, rather than acknowledging that the paternal ancestors are in fact derived from Africa, into Connecticut and up into Sheldon, Franklin County, Vermont ca. 1791 ... they would have everyone believe along with them that they are "Indians" / "Abenakis" when in reality and truth, they are not Indians, let alone Abenakis at all.

I guess its easier to be claiming to be Indian, than it is to be descended from African ancestry.

As for the two Phillips brothers Mathias (Michael) Phillips Sr. and Pierre (Peter) "Black Jack" Phillips, the actual years of birth for Antoine Sr. and his wife Catherine, as well as their two sons, are incorrect as well. From the incorrect given data on death records that exaggerated the ages, confusion as to when these person were born is apparent. Again, REVIEW the Phelps - Philips Time Line.

Nulhegan Group's Application for VT State Recognition
Page 24

So what Donald Warren Stevens Jr. did was hop, skip, and jump from being a card-holding member of Homer St. Francis Sr.'s St. Francis - Sokoki group in Swanton, Vermont ... to becoming a "chief" over in the Nulhegan - Cowasuck group. Then began soliciting his Phillips Family descendants to join that group via email petitions by him, to infer "attachment" to this Land Deed of ca. 1796.

As they stated and IMPLIED in their petition for VT State Recognition:

"The MODERN Nulhegan community considers the "Upper Coos Deed" it's founding document"

Because Winifred A. (nee: Jerome) Yaratz, in her book that I gave to Don Stevens on a CD of PDF's etc, that he (Don) in turn, gave to Frederick Matthew Wiseman, who in turn used this book of compiled unsubstantiated nonsense and inferred genealogical beliefs and perceptions about their Phillips Ancestry, to "PROVE" to the State of Vermont naive non-independent political legislators and scholars who LOOKED AT what was handed to them, and nary a one of them sought to substantiate the claims (which in fact IS an act of Abenaki Identity Theft and outright FRAUD).

Now, as you all can see and review (as many times as you need to) in this blog, the Phillips Y-DNA is B-M181 and you can COMPARE the Y-DNA Results of Phillips two direct male descendants with the direct male descendants of Louie Metallic as well in the URL links to varied documents.

IF Chief Philip of northern New Hampshire ca. 1796 Land Deed was the father of Louie Metallic, then Louie would have the Y-DNA Haplogroup and STR numbers the same as his father, the Chief.

IF Antoine Phillips (ca. 1814-1885) was (as has been conjectured as fact in multiple Ancestry.com Tree's by his descendants) the brother of Louie Metallic, then it would be the genetic reality that both Louie Metallic and Antoine Phillips Sr. would have the SAME Y-DNA Haplogroup and 99% percent of the same STR numbers.

But they don't. Because Antoine Phillips (ca. 1814-1885) was not related in any way, shape, or form with neither Chief Philip of that ca. 1796 N.H. Land Deed nor with Louie Metallic either.

I've also see it implied that Antoine Phillips Sr. was somehow "blended" to be Louie Metallic's son Antoine Metallic. Yet again, this is subjective and based on faulty belief and perception based on fairy tales.

I will SHOW the where, why, and how genealogically ... in the next posting ... about the reality of the Metallic Family, and so on. EXPOSING the LIES and DISTORTIONS of the Nulhegan Band and it's "chief" Luke Willard and Donald Stevens Jr. (including Frederick M. Wiseman) that they propped up to the naive and or sleazy Vermont Politicians as "proof" of their so-called "Abenaki"-ness.

An Evaluation of the Phillips Family of Vermont, in particular Antoine Philips and his wife Catherine Cadaive - Part 2

EUGENICS SURVEY INFORMATION
References to Negro Ancestry

1.     “Their oral conditions are extremely inaccurate.”

In part, this statement might have had some merit, but not always.

2.     “Many members of the family today have no idea as to their own ages, much less as to the dates and places of their own births.”

3.     “It is not known whether “Old Antoine” had Negro blood or not” but there is no question that most, if not ...

Well, the Negroid physical characteristic's being observed by Ms. Abbott and others where these Phillips family members traveled to, or stayed at, wasn't a figment of someone's imagination ... then again, back in 1926-1935 Ms. Abbott didn't have a computer or a DNA test kit either!

4.     “… all of his children had Negro blood.” It is of course possible that it was his wife who brought the…

5.     “ … Negro blood into the family.”

Obviously, Ms. Harriet Abbott did not attempt to become aware or to research, any further than she had to, by visiting the Phillips family themselves, and or those that had or were interacted or observing this family. She clearly had no idea who Catherine Cadaive who had married to Antoine Phillips was, let alone her parentage.

Negro: a member of a dark-skinned group of peoples originally native to Africa south of the Sahara.

i.e. relating to black people.

6.     Antoine Phillips Jr. was commonly known as Black Phillips’ …”

He did not marry to Aurelia Dube; rather, the maiden name is in fact, Violi.  Aurélie Marie Violi was the daughter of Joseph Violi and Marie Ann Audet dit LeMay.

7.     “ … a mulatto family by the name of Prince … looked upon as colored people …”

8.     “Jane (nee: Phillips) Peters, daughter of Antoine Phillips and Catherine Emery dit Coderre on her Death Record she is recorded as being ‘colored’ …”

Mary Jane Phillips married to George Lyman Peters, who was of Hinesburg, Chittenden County, Vermont

9.     “Ruth Peters, having stayed with her grandmother Jane (nee: Phillips) Peters. In the Vermont Industrial school record, it is recorded that Ruth’s father, is ‘colored.’”

10.“Peter Phillips Sr. was part Negro. On his Death Certificate in Peacham, VT he is recorded as ‘colored.’ He was very distinctly Negroid in appearance.”

11.“ … “Old Pete” Phillips was part Negro …”

Indeed, consistently, he was identified as Mulatto in the historical records within Vermont.

12.“As to race, they were originally part French and Negro …”

Again, as has been researched, the Phillips family began with Antoine Phillips (Black) and Catherine Cadaive (French).

13.“ … Peter Phillips, [son of Peter Phillips Sr.] when interviewed in 1926 he was a large, stout follow, big broad shouldered, with a round face and Negroid … characteristics.”

14.In Williston it is recorded that a child Celia Phillips was born to Peter Phillips Sr. in 1859, and her color was recorded as black.

15.“In 1926 Selina, [Peter Phillips Sr.’s daughter], was dark and swarthy. She had a soft voice and as she says, “Yes, missis,” her voice and intonation remind one of the southern Negro.”

16.“After her marriage Melinda Phillips Myers settled down and has become an unusually fine citizen.  She has the good qualities of the better class of colored people.”

17.“Melinda has a number of daughters who have married well and she has a number of nice grandchildren. The visitor thought that possibly she did not wish the husbands of her daughters to know about the colored blood in the family.”

18.“In 1926 Mrs. Melinda Phillips Myers was a stout, healthy-looking woman.  She was very swarthy and showed her colored blood to some extent.”

19.“In 1926 Louis and Matilda and their children and grandchildren were living in Bald Mountain, near Greenwich, N.Y. In the house were Louis, Matilda, all of their children, and three grandchildren. Also Irene Phillips, daughter of Peter Phillips the second, was visiting there. Peter the third had lived there a great deal and Peter the second made that house his headquarters. On the day that Agent H.E.A. arrived, Peter Phillips the second had just left there for Vermont.

a.      There was a great variety in the color of the children. Some of them were very dark and unquestionably Negroid. There were all grades of color. Some of those who are most apparently Negroid have gray eyes.”

20.“Jacob Phillips [son of Peter Phillips Sr. and Eliza Way] was the first person from whom any information of value was obtained in regard to the Phillips Pedigree … Agent H.E.A. saw Jacob Phillips early in 1926. He is quite dark, shows his colored blood slightly, but most people would not recognize it … The people in the village rather laugh at Jake, take it for granted that he is part Negro …”

21.“Mary Agnes Phillips who married Harrison Jerome and who manifestly has colored blood.”

22.“Mrs. Fred Mansfield of Stowe, Vt., (a maternal cousin of Agnes although Mrs. Mansfield is a grandmother) has seen Agnes.  She says that she is very dark, has thick lips and looks as if she had Negro blood.”

23.“Stephen Bissette was born in Winooski, Vt., December 21, 1887.  His name is given variously as Stephen, Stanley, and George Stephen Bissette … In the birth record of one of his children, Stephen is recorded as being colored.”

24.On page 11 of the Eugenics, "For example, they tell of some member of their tribe [meaning family] living to be 111 years old etc, when there is no good evidence of that the age was as far advanced as that."

Now, No. 24 is going to be paramount to the DISCOVERY of Antoine Phillips Sr. paternal parentage.

But the first step that I took, aside from reviewing the Eugenics Survey of Vermont, was to secure the 1850 Federal Population Census, of Highgate, Franklin County, Vermont.

August 05, 1850 Highgate, Franklin County, Vermont Census

Antoine Phillps Sr. Age 36 [Identified as B (for Black or Dark Complexioned)] Born in Canada, Cannot Read nor Write.

Antoine b. ca. 1814 Black Canada
Katherine b. ca. 1820 Canada
Children:
Peter b. ca. 1829 Mulatto Canada
Antoine b. ca. 1834 Mulatto Canada
Michael b. ca. 1836 Mulatto Canada
Melnas b. ca. 1838 Mulatto Canada
Favine b. ca. 1846 Mulatto Canada
Janett b. ca. 1848 Mulatto Canada

While the surmised ages of the parents are 'off' and distorted, the age's for the children of this couple are 'close' and fairly accurate.

This placed them in Highgate, Franklin County, Vermont. Next, I sought out Land Records:

Sarah B. [Sarah Bellows nee: Sheldon – wife of Samuel Willard Keyes] Keyes & Others to Deborah S. [Deborah nee: Barlow – wife of Stephen Sheldon Keyes] Keyes Land Record - Highgate, Franklin County, VT
Samuel Willard Keyes late of Highgate, deceased, in his lifetime, did on the 27th day of May 1834 enter into a written contract with Stephen S. Keyes [his sibling] of Highgate, aforesaid to convey to Deborah S. Keyes in fee simple, one equal undivided half of two Grist Mills, lying and being in said Highgate on the south side of the Missisquoi River on what is called Keyes Falls with the equal undivided half of the land on which the Grist Mills were erected and one equal undivided half of the mill yard & water power & water privilege used in connection with the said Grist Mills and one equal half of a dwelling house called the Toll-House, with the one equal undivided half of the land on which said Toll House stands & the yards and grounds occupied with said Toll-House as appurtenant thereto; with said contract the said Samuel W. Keyes attempted to execute on the 13th of June, 1834, by executing and delivering to said Deborah S. Keyes a Deed of said premises but said Deed was so defectively written & said premises were so in artificially described in said deed that the same was insufficient & ineffectual to convey to the said Deborah S. Keyes. This is the rectify that former Deed, and thereby, with this Deed, we, Sarah B. Keyes, George Henry Mallary, Lucy E. Mallary, all of Highgate, Franklin County, Vermont, in consideration of $1,000.00 dollars paid to us in hand by Deborah S. Keyes.

As one can discern, as the chronology of the Land Record transactions went from 1845 to 1858, it was Daniel P. Oliver who obtained the land, that previously was held by Antwine Philips and his wife held, as well as their son Peter Philips, before the Phillips family moved to Williston, Vermont, that summer of 1856. As one would say, it's all about location, location, location, and who your neighbors are, of course.

Restrospectively-speaking, on September 19, 2010 ... I posted in this blog a particularly interesting Baptismal Record:

136. Baptism of Antoine Philipp Jr.
7th day of July, 1834
St. Hyacinthe, Quebec, Canada
Notre Dame de Rosaire
He was "illegitime"?
son of Antoine Sr. (?) Philipp
Catherine Cadere dit Emery

Indeed this is the CORRECT genealogical footprint (document) of Antwine Philips/ in french "Philippe" for not only Catherine, his wife, but also his son, Antoine Philips Jr.

Baptismal Record – Notre Dame du Rosaire Parish, Ste. Hyacinthe, Quebec, Canada
1834Antoine PhilippBorn June 15, 1834 Baptized July 07, 1834
Catherine Codérre dit Émery    ___________ Philipp
Godfather: Francois Xavier Brault
Godmother: Adelaide Breult
Child was identified as “illegitimate” – Was one parent NOT Catholic, and the mother was? And the N.D. du Rosaire Priest would not “recognize” the parent’s marriage, and thus “labeled” Antoine Jr. as such?

And once the 'genealogical key' was found, and re-evaluated, the genealogical doorway was opened ... not only into the truthful identity of Catherine "Cadaive" but rather Catherine Ã‰mery dit Codérre who had married Antwine Philips/ Antoine Philippé, but also to the composition and movements of this family. The confirmation that this Catherine Ã‰mery dit Codérre was and is the CORRECT woman who married to Antwine/Antoine Phillips of Highgate, Franklin County, Vermont has been confirmed by genetic DNA results and the evaluation of the Phillips / Ã‰mery dit Codérre descendants who have tested both at FTDNA and AncestryDNA.

"Old Antoine wife Catherine Cadaive or Cadieux the only thing Grandma Josephine knew on her that her Grandmother Catherine "Great- Grandmother was Autumn Wind who's father was a Great Chief of her people Grandmother Josephine said they were Indian she said they came from Canada."

How could Josephine (nee: Phillips) who married to Frank Mitchell Blais/ Blake on Feb. 21, 1897 in Monkton, Addison County, VT (and who was born march 08, 1880 in Colchester, VT and died in 1959 in Queensbury, NY) know that her grandmother's father was a Great Chief of her people, and that he was an Indian, when she didn't even know who Catherine's father's name was, let alone where her own paternal grandparents honestly came from, respectfully?

Genealogically-speaking Pierre Ã‰mery dit Codérre was 100% percent FRENCH. His wife Marie Louise Brisard dit St. Germain also identified throughout her life as 100% percent FRENCH, as did their daughter Catherine, and her siblings!
